In 1928, the Communist International in Moscow issued a position that African Americans in the South had the right to self-determination and their own nation. Organizers James Julio and Tom Johnson were sent to Birmingham to recruit workers. Black residents joined in large numbers, viewing these white communists as a return of the Yankees to finish the work of the Civil War and Reconstruction.
