Jeff Davis presents declassified documents from a 1977 Senate joint hearing regarding Project MKUltra, the CIA's program for research in behavioral modification. The documents detail 149 subprojects involving drug testing, hypnosis, and biological experiments, some of which were conducted on unwitting human subjects. Davis uses the testimony of Admiral Stansfield Turner to argue that the government has a long history of experimenting on its own citizens under the guise of national security.
