About this episode

Jeff Davis and guest Larry Smith expose alleged systemic corruption within the Williamson County legal system during this live broadcast from Austin Time Warner Cable. Smith details a targeted traffic stop involving a rental car impoundment and the seizure of television equipment, claiming officers used a minor license suspension as a pretext for harassment. The account centers on the county's aggressive use of SR-22 insurance lapses and child support arrears to force residents into predatory, long-term probation agreements.

Larry Smith alleges that Williamson County defense attorneys frequently collude with the District Attorney's office, prioritizing revenue generation over client advocacy. The report includes claims of 12% interest rates on child support arrears and a ten-year probation policy that critics liken to modern slavery. Additional testimony from Eric and representatives of the Texas Motorcycle Rights Association (TMRA) highlights a pattern of Fourth Amendment violations, including a Manchaca house raid involving the Austin Police Department and the seizure of personal trophies and documents. Attorney Richard Lester and Texas Road Warrior Magazine publisher Sputnik are identified as key figures organizing a class action lawsuit against the county's law enforcement practices.

Jeff Davis defends his son against a skeptical caller regarding a marijuana arrest while challenging Travis County public servants to investigate the neighboring jurisdiction. The segment features a 2020 retrospective with Mike Hanson, where Davis reflects on his 1995 prediction that the internet would eventually usher in a period of global liberty and world peace despite contemporary civil unrest.

CHAPTER 02 / 13 Discussion

Williamson County Traffic Stop, Rental Car Impoundment Incident

A guest appearing under the pseudonym Larry Smith describes a traffic stop in Williamson County where an officer claimed he failed to stop at a sign despite being two blocks away. Although no ticket was issued for the stop, the officer discovered a suspended license, leading to Smith's arrest and the impoundment of his rental car. Authorities held television equipment found in the vehicle for two days under the suspicion it was stolen property.

01:34 Now you have your own story to share. Folks, I need to mention it's obvious that he... Mr Smith here is uh... doesn't want to reveal his identity because of fear of reprisal from this county right? Right. Okay but he does have quite an interesting story to tell us so why don't you go on there Mr Smith if you will tell us about your incident with Williamson County Texas Well, I've always heard about Williamson County and and i thought people might be exaggerating but until it hit me head on. And uh... I had a situation where I was just leaving from my ex-wife's house visiting my children and I stopped at a stop sign and there was an officer about two blocks down the street now where I was that he couldn't see why I stopped at him and when I went ahead turned

02:32 he turned, he rode right by me and then turned around and stopped me. And I asked him why he stopped when I made a complete stop at the STOP sign He said, well I'm not going to give you a ticket but I just want to check your driver's license. And he tried to say that I didn't make a stop but when I told him that I saw him and couldn't see where I was at because it was too far down the street, he said well I'm not going to give you a ticket we're just gonna check your driver's license and they checked it and then they said my license was suspended. Now I was right around the corner from my ex-wife's house and I had a cell phone and He told me that he had to handcuff me and they had to take me down. They called another police officer there, they cuffed him like a criminal I had my work clothes on, I had a lot of equipment in the car and I had a rental car And I asked him well this is a rental car can i call Mike's wife? She just right around the corner you could see the house from here and uh...he was like no we got to impound your car

03:38 So they went ahead and pounded the car, took me down there. They kept me down there for about two days. They held equipment that was in the car. They tried to say it was stolen. The rental car place we got ahold of, they tried to get the car that day but would not let them get it because they thought the equipment might have been stolen. It's all most humorous but its sickening here. I know i got this mask on but it's because I don't trust the legal system. When I had to go back to court, me and a friend of mine you know I'm a black man and officer right by us turned around just like last time stopped me stopped us both this time and we was on our way to the court at this time And I had him drive because they said my license was suspended

CHAPTER 03 / 13 Discussion

SR-22 Insurance Lapse, Probation Demands in Williamson County

A driver explains that his license suspension stemmed from a failure to file SR-22 documentation after switching insurance companies. Despite resolving the issue in one day, Williamson County officials attempted to impose a year of probation with monthly fees of $115. The guest refused the probation and paid a $200 fine instead, though he notes other individuals in similar situations often accept probation out of fear.

sr-22· insurance· probation· driver's license· fines

04:34 But anyway, they stopped us and the guy got out of his vehicle. And he asked the officer what was the problem? The officer said well no problem your tires are too low you got air on your tire it's too low and obviously that wasn't it was not the case He just stopped us trying to find something yeah so That's some of the things that have happened. I want to just clarify for people who may not know, one day you were driving up in Round Rock and you had a rental car with some television equipment in the car with you You were pulled over, stopped? Yeah I was pulled over and stopped. Okay and there was a problem with your driver's license now explain why your driver's license was suspended Well I had switched insurance companies And I had to keep SR-22 for like six months to a year and I thought that I didn't need it anymore So when I switched insurance companies

05:35 My old insurance company got dropped and according to the SR-22 you're supposed to inform your, whenever you switch just inform them so they'll keep it with your license for a year. So I didn't think I needed anymore and when I got the new insurance I didn't get the SR-22 so my insurance got suspended now all i had to do is show the license plate that I had insurance in my license was reinstated It's one day process as soon as I showed proof that have insurance my license reinstated the same day. I had to pay $50, I think. Okay now because of that when they keyed in your license plate so because of that then they impounded the car basically declared that the equipment television equipment you had in your car was stolen

06:30 Well, you went to jail for what? Two days. Two days it was on a Friday I didn't get out till sometime Saturday. Friday morning and I got out Saturday night...Saturday evening and couldn't get the car out until Monday so we had to pay for the rental car for the weekend at Friday, Saturday Sunday and couldn't get out Monday and no just costly for me all way around I had to pay $200 fine to the court system After all that, the man tried to give me a year worth of probation. I'm not laughing at you. This is ridiculous! So what did you say when they said they wanted to give you a year's probation? Well he said... What did YOU say?! I asked him and I said, A YEAR WORTH OF PROBATION FOR WHAT!?

07:20 And he said, because your license was suspended and we stopped you. This is usually one of the things they do for everybody. I was like well...I know what my situation is all I got to do it just go down to driver's license place and show my insurance and my license going be reinstated And then I asked him about the probation. I said, what do you know? Probation like what and he said well you have to come in each month check in You gotta pay a hundred fifteen dollars a month for year $15 a month to be on probation 115 thousand miles yeah and come in and check with somebody and I was like man no way I said I have my insurance all I gotta do is show this myself be reinstated the same day Yeah, and he gave me

08:08 like next month or something to show proof of that and then they dismissed it. Is it officially dismissed? Well, yeah its dismissed but I still had to pay that $200 fine And a couple days in jail Right Yeah but no probation No I got out for that I didn't settle for that Unfortunately there was two other guys with me and they both took the year worth of probation They had the same situation driving on suspended license whatever it was and now they both took it I don't know if it was because of out of fear or whatnot, but they both settled for a year worth probation. Okay and did you want to get into your alimony thing? Yeah we can talk about it. I fell behind on my child support and its not that much, about $400 dollars is not alot of money But I went down there and talked with them and said well I just lost my job

CHAPTER 04 / 13 Discussion

Child Support Disputes, Ten-Year Probation Policy Claims

A father discusses his child support case in Williamson County, alleging that the court threatened ten years of probation regardless of whether payments were caught up. He claims the county takes over 50% of his paycheck and applies a 12% interest rate to arrears. The discussion highlights a perceived pattern where the county prioritizes revenue generation through long-term probation and fines over family stability.

09:06 and re-work another job, and my income's not the same. Is there anything we can do to alleviate it or just adjust it or something like that? And... How did this happen to be end up in Williamson County because your ex wife lives in Williamson County? Yeah, lives in Williamson County But anyway now I was like well if my income is half of what it was when I started paying child support is there some kind thing you could do to adjust that for right now until my income is back where it was And they told me that they can take out over 50% of your check for child support. Now I don't know if that's correct or not, but he told me also they rescheduled another court date for him to come back and he said well if everything is caught up when you come back the following month or so, you do good but we're going put on 10 years worth of probation

09:57 They love that probation, don't they? So if you get caught up on your child support and you're paying your child's support, you still get ten years' probation. That's what he said—ten years worth of probation regardless whether you're paying for your child support or not. And then of course if you're not caught up in whatever he said, then you just automatically go to jail And you pay a thousand dollar fine to get out. I'm sorry, it's just so ridiculous! So what is your general opinion of Williamson County Tax? Well I think they are out for money

CHAPTER 06 / 13 Discussion

CIA Drug Smuggling Rumors, Civil Probation Distinctions

The conversation shifts to unconfirmed rumors regarding Williamson County's alleged involvement in CIA drug smuggling and the planting of evidence. A guest describes being treated like a felon while in jail for a child support issue, despite the District Attorney later characterizing the proposed supervision as "civil probation" for a non-criminal record.

cia· drug smuggling· civil probation· felony charges· jail treatment

12:10 I don't know if that's true or not. I'm just saying what I was told, and the people I talked to out front said they'd believe anything Yeah. I've heard rumors that they'll plant drugs on you up there, they'll do anything... Yeah, I'm not surprised. That's why I dress like I am because I don't trust the system and I know I have to go back up and deal with it with the judges and lawyers out there in my situation so i really feel like I'm taking a risk coming here just to say this It is not that I'm afraid of voicing my opinion but the system is so unjust

12:49 that it's like they do with you as a will. If the lawyer or judge say, dude six months in jail to him and it ain't going to affect his home and it ain't gonna affect this family but its gonna effect me I'm gonna lose my job You know? Im not going to be able to make money so support my kids take care of my family and kids if I'm in jail. You know, just because I might be a little behind or something you know? And then all that time in jail I still got to yet pay that money for the time that I was in jail paying for something that I got behind on first place so it's like a loose... Plus probably fines to the county and all that Right It's not..it's a lose-lose situation These families and these homes I've seen one family uh The guy, I don't know he had to pay six seven eight hundred dollars a month

13:35 for child support and he's with his ex-wife, I mean his new wife. And understand you gotta take care of your responsibilities. I'm not saying that you shouldn't take care your families and your kids because it is needed in a husbands... Men need to take care their responsibility so i'm not denying that but what the county seem to fail to realize is that when a man or woman are not together anymore He has other family take care too plus himself if they're taking away 50% of your check In my situation, I'll be honest with you. My income compared to what it was is over 50% of my check they're taking out and they're looking at me and they study adding a 12 percent interest. And then their... Adding that interest? Yeah, adding their twelve percent interests and they study increasing it and increasing it and increase in it and then they tell well now your payment is $150 more than what it originally should be

14:32 So, I'm like man. I got to do something because I've got a looser behind my neck If i pay, I get 10 months worth of probation. Yeah yeah I'm sorry 10 years worth of probation whether I paid for child support and caught up or not I never heard anything like that so when I go back...I'm not going back unless I have a lawyer that I can trust to represent me you know? And if I miss well I am going straight to jail Well you may want to talk with some these guys out here Larry I'd say we're trying, there are people who are studying the law and understand exactly what's going on. How criminal you know how fraudulent this is in whole nine yards and i think you may want to just you know Jeff Contreras some of these people out here yeah uh... I wanna say this when I got stopped for this child support situation they kept me in jail for like two or three weeks and they treated me like a felony You know? And I wasn't gonna get out until paid extra amount money

15:31 Now, when I went back to court last time and the DA came and talked to him. And he said well we're going put you on probation and it's not gonna be like a regular probation it's gonna be like a civil probation and you're not gonna be treated like a criminal because you don't have a record You haven't done anything so your not a criminal But when I was in that jail system they treated me my situation they treat me like a felony They say its a felony charge So I wasn't treated any different than anybody else up there You see, so I'm like how can you sit there and tell me if you put me on 10 years of probation for this that it's going to be different from a real criminal that is really facing some criminal charges. It is all the same to the system. If your on probation, your on probation or whatever you don't make payments then go straight into jail

CHAPTER 07 / 13 Discussion

Modern Slavery Comparison, Call for Collective Justice

The legal and financial pressures exerted by Williamson County are compared to modern-day slavery due to the cycle of debt and incarceration. Jeff Davis calls for residents of Central Texas across all races and backgrounds to stand up against the county's practices, arguing that a lack of collective action will result in a total loss of justice in the region.

modern slavery· civil rights· williamson county· justice· activism

16:18 It's like modern day slavery if you ask me. Yeah, well I would agree with you and I think that you know that. You've read my press release. That is exactly what is going on wouldn't you say? How do I put it there? Automobile stops for little or no reason intimidation for an immediate searches of cars impounded automobiles jail and harassment money generating inside the court williams county courthouse that what's going on does exactly it anyway larry got there let me just to put up a slight here i do appreciate you coming onto this uh... we're all we're gonna do your folks play about the next next ten minutes here were a lot

17:03 Well, yeah I'll say this Larry. I'm sorry, Jeff. I say this you know what you're doing is really needed and a lot of people like myself are scared to step forward because of the consequences that we feel like we gotta face and i know i gotta go back and deal with these people Well, I'm dealing with them too. With my son. It's volatile. Everybody up there faces... You're dealing with people that have no respect for life or family or nothing. They want their money and they want their little petty power grid and that's it!

17:58 So I appreciate what you're doing and if there's more people that are going through, we need to stand up because if we don't then we'll find ourselves in a situation where we want to stand up. It is too late. Absolutely! If we as collectively as black white hispanic all different ages races creeds Cannot stand up to what's going on over there than Williamson County. We're not we have no chance of getting justice anywhere, right? You know if Central Texas can't get together and put a halt to what's going on over there Now we might as well not even have shows or we might as will not be doing nothing Right that's the way I feel about it you're right all right Sorry to interrupt your viewing here on classic

CHAPTER 08 / 13 Discussion

Jeff Davis Testimony, Travis County Public Servants Address

Jeff Davis addresses public servants in Travis County to report on an investigation into unethical conduct in neighboring Williamson County. He alleges widespread violations of the Fourth Amendment, specifically regarding improper vehicle searches and the intimidation of youth and elderly residents. Davis announces plans to submit a documentary of these testimonials to the court for review.

21:59 Judge, I'd like to give my time...my three minutes to Jeff Davis please. No, I don't need them. Okay? I'm not even going to take my three minutes. Greetings all! God bless you My name is Jeff Davis and I have hosted International Radio. I've been on the national radio network for the last 3 years. I am a host of the long running Jeff Davis show here on Austin Time Warner Cable System And I am down here folks Now I realize first off, and once again I do thank you for the opportunity. I realize that this may not be your jurisdiction but I feel as my public servants which you are, I live and reside in Travis County Texas that you ought to know a story that we are investigating at this time concerning your neighboring county one of the neighboring counties here in Texas

23:04 We are investigating reports from many people that Williamson County, Texas is involved in basically unethical and immoral conduct. This is a set on the first sets of live testimonials from dozens of people who reside at Williams County, Texas to basically share a common theme if you listen to these testimonies

23:41 And that is, the Constitution set the Fourth Amendment against improper searches and seizures of automobiles and private property as being trampled on in Williamson County Texas. Automobile stops for little or no reason, absolutely no reason. Searches without permission, searches of cars without permission, intimidation particularly of youth and elderly people into these searches, looking and trying to find things to ultimately have these people end up in the Williamson County Courthouse. Now folks I'm the first one to admit that there's corruption everywhere. There is corruption in government, there is corruption in private sector, there is corruption in single family units but the trend that is going on at Williamson County Tax Service with the testimonials that are going on and the people who are stepping forward

24:48 borderline criminal. And I believe folks like to say with you as my public servants, I'm going to ask you soon as we get this documentary done, I want to turn it somehow over to this court or to this county and you determine for yourselves the validity of these testimonials what these people are saying and decide if you yourself I believe that's the way a public service, a county is supposed to be our public servants should be conducting themselves. So that's really all I've got and I do appreciate the time God bless you all. Thank you. You're on air. Yes sir? Hey your guest Larry? Yeah

CHAPTER 09 / 13 Discussion

Listener Call-In, Skepticism of Larry's Testimony

A caller expresses skepticism regarding the guest "Larry," questioning why his companions accepted probation if no crime was committed and criticizing the lack of specific facts provided. The caller also brings up the arrest of Jeff Davis's son for marijuana possession, leading to a heated exchange where Davis defends his son's innocence and challenges the caller to observe Williamson County court proceedings personally.

caller· evidence· credibility· marijuana· court docket

25:48 Which wasn't his real name, who was wearing a mask with his face turned opposite from the camera so that he's being arrested for a suspended driver's license. It was a felony? Uh-huh. Yet... He didn't have to accept probation and could be out of jail once he paid his bail yet it's two occupants who were with him in the car who committed no crime had to accept or they accepted probation. I didn't really get any answers on that because your guest was only on there briefly and couldn't go into a lot of detail about that but, two friends who were with him at the time in the car had to accept probation or they accepted it out of fear. I think they accepted it out of fear, by the way we got brand new footage coming out that we're supposed too and now we've got a former Austin Police Department person, you saw the bail bondsman current Williamson County Bail Bondsman

26:51 I mean, so it's not just people that are wrapped up in the courts. We're getting a wide variety of old, young, new... They're all basically saying about the same thing So the attacks on credibility with these testimonials and this video that is coming out I think it'll be no and boy. I don't disagree with you, and I could believe possibly that kind of stuff goes on in Williamson County It's just kinda hard to accept something without a lot of facts being given. I mean, I wish this guy Larry could have went into more detail or explained some of the situations

27:31 After all, he did mask his identity so I think he could have been a little more forthright. And as far as your son being arrested you never have gone into detail about that. I mean there are certain things you don't want to discuss out of court but it's hard to believe that he is innocent if he was pulled over for smoking weed Well first off you don't know the facts and let me also say... Well you haven't given me the facts sir. Okay have you uh, have you ever been down to the... Do you work for Williamson County? You work for one of these counties? No. Okay if you've ever been down there watch their courts? No but I think... Have you ever, have you been watching all these testimonials over the last series a few weeks

28:16 I would say, sir until you actually do your investigation and actually go down and see the courts operate. See what they're doing to see these people plead guilty in no contest. They spot little or no evidence just out of intimidation then i would say to anybody that suggests that they need to go do some investigation But I can't do any investigation unless you give me a few little facts here Jeff Go down to the Williamson County Courthouse and watch it for yourself Gdana watched their so called docket proceedings. What was your son arrested for Jeff? That's not the point, my son is almost out of this now My sons case is just one little isolated incident in this whole thing Why don't you show the facts on air once he's freed I'm not saying... He might not get free knowing those characters up there

29:11 What I'm saying is, what we are... Do what? Okay. Well good try buddy! It didn't work. Alright okay now let's first off let me go back to the constitutional colleagues here again Area code once again for people who are interested in getting free information 812-473-5340 Jeff, are you screening the calls? He was. Okay do you have his number? Do you have that guy's number? No What do you mean not anymore let me have it I'll put it out over the air here Yeah did you write down Did you write it down or what? He didn't write it down he memorized it but doesn't remember though Well uh

CHAPTER 10 / 13 Discussion

Broken License Plate Light, Future Guest Planning

A studio guest named Eric recounts a minor traffic stop in Williamson County initiated over a broken license plate light. Although officers asked if he had drugs in the car, they did not perform a search and eventually released him. The segment concludes with a brief discussion about bringing more female guests onto future episodes of the show.

30:09 look you need to be writing them down so we can put them out over the air because we ain't got no time for that kind of go we don't keep those secrets here. We ain't got no time for no garbage all right let's go ahead and go to Eric now, Eric once again I appreciate coming down when are we going to get some girls down here? we'll be getting some girls down here pretty soon actually a couple people now i've been told now if you come in here a minute eric and sit here with me all right Stick your back out here. Come on over here and sit next to me, you actually get to sit up next to me this way. Where's your mic? Oh sorry whoops! What do you think about Williamson County um I don't really know they pulled me over one time for something that i didn't do anything wrong so yeah they pulled me over uh because i had a broken

31:10 I had a broken license plate light and we don't need one so they pulled me over for pretty much nothing. They asked me if they had anything in the car, drugs that kind of thing and i said no. They kinda let me go though but still didn't search my car. If they were asking if I had anything to hide but didn't ask to search the car. Well, most of the time. A lot of times they're not even asking. They're just doing it. Anyway... So how many girls are we going to get down here next week? Next week you should bring in... Just hopefully... We'll be bringing one Hopefully we will bring a couple more after that

31:45 Because they want what's her name? Her name is Casey. I don't have no idea her last name is she watching We don't I don't think she's watching but there are some girls watching Becky and her friends Liz and Silky and her roommate toe. That's it right towel There you go, okay So we might be getting them on somebody for girls who can get a couple maybe couple weeks Alright, so next week folks more girls or girls down here. We hope all right well I got you to stick up because what are we gonna be saying here? We're gonna be showing a little intro real quick about but the cars that mean Jeff and Matt drive around in and then we'll Be having some more things for uh no way talking more about the people coming into couple weeks So more of the X coming on yep I don't want you doing that anymore You get the numbers writing down if people don't want to give the number they don't get in

CHAPTER 11 / 13 Discussion

Texas Motorcycle Rights Association, Class Action Lawsuit

A caller representing the Texas Motorcycle Rights Association (TMRA) and the Texas Confederation of Clubs discusses efforts to document police misconduct for a potential class action lawsuit. Williamson County is identified as a primary target for the suit, with the organization's attorneys collecting detailed reports of stops and officer names from members.

tmra· motorcycles· class action· police misconduct· legal action

32:32 Hello, yep how is that? Real interested in one of the legal issues until he starts talking about all the girls, but I'm gonna get back to the legal issue anyway. Go ahead. Williamson County...I belong to Texas Motorcycle Rights Association which is affiliated with Texas Confederation of Clubs and there have been several incidents we have asked our people to write down any incidences police officers names such as that any stops give us much detail they can

33:11 and turn them into our attorneys because we're trying to collectively get enough information to go class action, and Williamson County is one of the targets. Excellent! If you all are serious about that give me a call at the comment line and I'll help you get it done. Alright, well just leave it at that then but Curiosity question there was mentioned of some arrest recently being made where the ski mask and armor and all the other stuff come into someone's house, and with a they came in hollering one thing but search warrants said personal effects

CHAPTER 12 / 13 Discussion

Manchaca House Raid, Texas Road Warrior Magazine

A discussion details a raid in Manchaca involving the Austin Police Department where officers allegedly seized personal effects, photographs, and trophies based on a search warrant for documents. The segment also references "Sputnik" of the Texas Road Warrior Magazine and attorney Richard Lester, who are active in fighting political issues and insurance legislation at the Capitol.

manchaca· search warrant· personal effects· sputnik· richard lester

33:57 uh... this you know certain features lost in so much as real difficult to keep up with him i realize that but uh... there's something new and that you know they go ahead and take all those photographs off the wall any trophies are things that related to any organizations he might ever belong to uh... if you're familiar with any other similar what do you call it a raid i guess on someone's house where They've just gone in to take personal effects documents and then turn the guy loose and take the stuff. Oh well, I can't... Not in Central Texas but I know they've done it you know this happened nationally different places Well this is uh This took place in Manchaca But it was Austin Police Department which I thought was out of their district The only one that had ID on their clothing was Austin Police Department Unless they were called into a cyst, I don't know

34:56 What about the class action suit? Your group is looking to file a class action suit against you. Sometimes there are legitimate stops and cops have a legitimate right, and how far that officer tends to press the issue at the time determines what...how great his conduct I guess. But some of the people have been told just because they have patches on their back not only in Williamson County but in Austin as well just because they have patches on their back, we...they will be getting stopped and they will get searched and they will be questioned. And I think they're going a little beyond their limits in most of their stops. Have you been down to the court house? Oh yeah! Yeah, you watch it down there, you can get a real good bird's eye view or everything. Yep but so because of things like this

35:56 We want to collectively, we like to do it. You know don't have to belong to our organization to do the same thing but keep records of any stops and collectively get them because if you get same officers same group of officers three or four times in similar situations doing the same thing then you've got something to work with. It's kind of hard for one individual in one incident to go in and fight anything, even if he thinks he is right or thinks he is wrong when he hasn't had any charges filed against him where it doesn't seem to have a legitimate traffic stop in the first place. But if you've got bad signal light, bad tail light, all this is doing is providing opportunity What we're interested in is when it goes beyond opportunity

36:45 Do you have a phone number that you like to give out? Sputnik, who is one of the directors and Richard Lester he's got cards and flyers all over town. He's the attorney and Sputnik who is with Texas Motorcycle Rights Association plus the uh... he is the editor of Texas Road Warrior magazine which generally conducts a lot of political issues. We've gone together to fight bills and put bills into the Capitol, and we have had laws passed to help us out, especially on some of these phony insurance programs they're coming up with where they're trying to put 40 cents per gallon
