Texas Child Protective Services took custody of two-day-old Jocelyn Houser at Brackenridge Hospital in Austin. Shirley Houser and her husband were served an emergency removal notice alleging risk of physical neglect, despite the mother's claims of proper prenatal care and a lack of immediate danger. A Travis County judge subsequently signed a court order granting the state temporary custody pending a hearing within 14 days.
